A member of the Shoalwater Bay Indian Tribe's environmental program staff runs the first water sample of the day, testing for contaminants in the Willapa Bay estuary that surrounds them. The tribe has a deep concern about water quality around their coastal reservation because their livelihoods and their traditions are linked to water.

The Shoalwaters received a federal grant for a water quality testing program and sophisticated equipment, but they had nowhere to house it.

Working with ShoreBank Enterprise Pacific, the tribe designed a creative solution: Enterprise purchased a manufactured home and placed it on tribally-owned land to use as a lab. The tribe pays rent for the lab, which amortizes the Enterprise investment. Enterprise in turn pays the tribe rent for the land, and the tribe saves this money to pay off the Enterprise investment balance in seven years. At that time, the tribe will own the lab, creating a financial asset as well as an environmental asset.

ShoreBank's work in water quality in Shoalwater Bay and other areas has a significant impact on the natural resources industry because, in Willapa, water quality is the currency of the economy.
